Whitman Conservation District –Board of Supervisors Meeting

Thursday,   December 11, 2014          6:00p.m.             601 N Main Conference Room, Colfax, WA

 

The meeting of the Whitman Conservation District was brought to order at 6:15 p.m. by David Lange, Chair. 

Representing a quorum, present was:

 

Supervisors:  Rhod McIntosh, Cory Aeschliman and Jan Turney.

 

District Staff:   Nancy Hoobler

Accountant:   Brandy Wigen

Commission Representative:  Ray Ledgerwood

NRCS Representative: Rich Edlund and Doug Allen, State NRCS office

 

Guests: Benjamin P. Derrick and Peter Appell, Whitman County Farm Bureau

Guest Speakers:  None

 

Minutes:

The minutes of the November 13, 2014 meeting were reviewed and accepted.

Jan Turney moved to approve the November 13, 2014 minutes, Cory Aeschliman seconded, motion passed, none opposed and none abstained from voting. 

 

Financial Report:

Brandy reviewed the profit and loss report and all attending supervisors signed the report.

Expense sheet for October; Checks numbered 6008-6012, including payroll and 1 EFT from November were reviewed totaling $3431.52.

Jan Turney moved to approve the November 2014 financial reports, Rhod McIntosh seconded, motion passed, none opposed and none abstained from voting. 

 

Supervisors Report:

Walter Riley: NA

David Lange reported he attended the Pacific Pea & Lentil meeting in Moscow, attended the Water Quality Stake Holders meeting in Ritzville.  DOE presented their 9 principals on how water quality assessment work will be changed and attended the Producers meeting on riparian area management.

Jan Turney reported on the WACD Conference and attended the Producers meeting on riparian area management.

Cory Aeschliman reported he attended the Direct Seed Breakfast in Colfax where John Aeschliman spoke about the history of direct seeding on the Aeschliman farm and Dave Huggins presentation on NUE and equipment being used and about the abundance of data on hand that needs to be compiled.  Also, Cory attended the Producers meeting on riparian area management.

Rhod McIntosh reported attended the Center for National Resource meeting which centered on livestock in Whitman County and grazing crop stubble.  He also attended the Producers meeting on riparian area management. 

 

Correspondence/District News:  

Emails: Greeting from new CREP & Habitat Coordinator, Brian Cochrane; from Commission announcing the election of two positions on the Conservation Commission; from Ray Ledgerwood announcing the meet & greet opportunity to meet two Eastern WA Regional Manager Candidates; from NSAC report on CSP numbers and 2014 sign-up data; email chatter about Conservation District recognition by the SRFB in their Communications Plan; email from Enduris announcing a half day of training on Protecting your Organization from Computer Crime; email from NSAC about Food Safety updates; an invitation to a Christmas celebration from the Colfax NRCS FO; A letter from Lawyer Nursery with a Happy Holiday greeting; email from Upper Columbia RC&D meeting minutes & agenda.

 

Coordinator Report:

Report for November 2014: attended the Direct Seed Breakfast, worked on Burn reporting process and checked burn reports, contacted producers who had not closed out permits; completed two NRCS safety class requirements and changed pass word on three different sites; sent 33 letters and fliers announcing Producer meeting along with phone calls; view 2 Webinars on new Farm Bill; reviewed Supervisor Election information & submitted notices to paper; updated mailing list with new addresses; sorted old information in office for recycle; announced the Women in Ag Conference & North Central Idaho Grazing Conference, would like to attend; reviewed Washington Wetland Program Plan, participated in phone conference and webinar; reviewed and received copies of “Planning the Future of Your Farm: booklet, it was suggested to request copies to hand out at the Women in Ag Conference.

Rhod McIntosh made the motion to approve Nancy attending the Women in Ag Conference, David Lange seconded, motion passed, none opposed and none abstained from voting.

Cory Aeschliman made the motion to approve Nancy attending the North Central Idaho Grazing Conference on Jan. 6, 2015, Jan Turney seconded, motion passed, none opposed and none abstained from voting.

 

Old Business:

  • Producers meeting wrap up: Positive feedback, Ray commented David set the stage up perfectly, the webinar system could be better.  The discussion followed on how to improve process and comments made, Ray will write up the notes and email them to participants.
  • Election Resolution to be approved, location, times set & topics presented: The Annual meeting will be held on February 10, 2015 at the LaCrosse Community Club/Center, Board meeting to be from 4pm to 6pm with Annual meeting following from 6pm to 8pm.

Jan Turney moved to have the Annual Meeting and Board meeting the same night, Board meeting start at 4pm, Annual Meeting start at 6pm, being held in the LaCrosse Community Club/Center on February 10, 2015, Cory Aeschliman seconded, motion passed, none opposed and none abstained from voting.

Jan Turney moved to appoint Nancy Hoobler as the election supervisor, Cory Aeschliman seconded, motion passed, none opposed and none abstained from voting.

  • Open Government Training: Supervisors will meet at office at 5pm on January 8, 2015 to complete the two training classes and then continue on with the meeting.
  • WACD Conference: Jan Turney reported she had a good discussion with Dave Vogel and Alan Stromberger about District has to pay to vote on resolutions, there were 17 resolutions presented at the conference.  Jan said she will write WACD and Dave Vogel a thank you for the scholarship and great discussion.  Jan said that Fish and Wildlife is doing a report that is accumulative of science reports on buffer science.
  • Burn Task Force Meeting: Nancy reported on number of burn acres in county for 2014, the report shows that burn acres have declined, burn team is working on a study of the correlation between burning and wind speed.  There were 24 Ag burn complaints this year, 7 notices of correction were sent out, 4 notices of violation and 2 ag burn penalties given.  Research reports were given.  Was suggested to ask Kary Peterson to speak again at the Annual Meeting.
  • Workshops in LaCrosse:  Nancy will work with 5Star and the WCA to plan the meetings.  Nancy asked about purchasing a display to have at the workshops.

Cory Aeschliman moved to have Nancy purchase a small display, not to exceed $300.00, Jan Turney seconded, motion passed, none opposed and none abstained from voting.

  • Adams CD surplus equipment sale: a list of items was passed out along with a survey from Deb Becker from the Commission to remind supervisors to check emails and do the survey.
  • Other (small trailer):  Supervisors and staff will be on the lookout for a small utility trailer.

 

New Business:

  • Area Engineer Employee Evaluation: Board members and staff reviewed the form and made comments.  Ray Ledgerwood made the comment that the Board could do evaluations on other area employees, example the CREP Coordinator if desire.
  • Local Working Group Team for EQUIP funding:  need local participation, doesn’t have to be a District person,
  • Direct Seed Conference: check on scholarship if there is one available to pay for registration for Nancy.

Jan Turney moved to have Nancy talk to Palouse Rock Lake CD about a scholarship to pay for registration at the Direct Seed Conference, Cory Aeschliman seconded, motion passed, none opposed and none abstained from voting.

 

Agency Reports:

NRCS- Rich Edlund talked about the CSP sign up, local work group meeting soon to talk about LWG setting priorities, would like Districts to take the lead at the meetings and he talked about the Grazing Land Imitative. Rich introduced Doug Allen as the Area Conservationist. 

Doug Allen (NRCS) commented that he has been with NRCS 30 years, been in the new position for about a year, he wanted to meet the board and is interested in learning about the area.  Doug talked about Crop insurance sign up deadline is June 1st, Farm Plans don’t expire but need to be updated.  In 1985 and 1990s the Conservation Districts and NRCS got together and created guide lines for conservation plans, producers need to visit with FSA and update their 1026 form; CRP-20% of fields in state are going to expire this next year and discussed the cooperative agreements with the Districts, WCD agreement was signed in the fall of 2014.  Doug commented that he would like to have an NRCS present at each meeting and there is an open position at the local office that will be filled in the next 2 months.

WSCC- Ray Ledgerwood:  emailed the WSCC District Operations Quick Notes summering activities to the end of the year and summarized the Commission hot topics, along with reminders and WSCC District Operations Quick Notes were passed out.  Ray participated in discussion during old and new business topics.

 

 The next regular Board meeting will be on January 08, 2015 at 5:00 p.m. at 601 N Main, Colfax, WA.

 

There being no further business Jan Turney motioned and Rhod McIntosh seconded to adjourn the meeting at 10:35 p.m., motion passed, none opposed and none abstained from voting.
