Whitman Conservation District –Board of Supervisors Meeting

Thursday, February 13, 2014          1:10 p.m.             Public Works Auditorium, Colfax, WA

 

The meeting of the Whitman Conservation District was brought to order at 1 p.m. by Walter Riley, Chair.

Representing a quorum, present were:

 

Supervisors:    Cory Aeschliman, Rhod McIntosh, Jan Turney and David Lange.

 

District Staff:   Nancy Hoobler

Accountant:    Brandy Wigen

Commission Representative: Ray Ledgerwood

 

Guests: 3 DOE representatives and 46 members of the community signed the sign in form.

Guest Speakers:  DOE representatives responded to 31 questions presented at the December 2013 board meeting by concerned citizens, a power point presentation was viewed which showed different types of degradation of stream corridors with possible solutions, a bar graph was displayed showing degrees of infractions possible, depending on the types of practices installed by landowners.  Discussion lasted 2 ½ hours.

 

 

Minutes:

The minutes of the January 09, 2014 meeting were reviewed and accepted as presented.

Jan Turney moved to approve the January 09, 2014 minutes, Cory Aeschliman seconded,  motion passed, none opposed and none abstained from voting. 

 

Financial Report:

As of January 09, 2014 the Treasure’s Report for the USbank account was presented with a beginning balance of $44,957.88. Subtract district expenses & bank fees of $8,642.02; add deposits of $8,547.78, ending balance of $44,863.64.

January 2014 Treasure’s Report for Sterling Savings Money Market was presented with a beginning balance of $71,165.41.  Interest earned was $6.05 in January bringing the ending balance to $71,171.46.

The Sterling Savings Bank checking account beginning balance of $328.85, no deposits or withdrawals, bring the balance to $328.85.

Brandy handed out a profit and loss report to the board members and reviewed it with them.

Jan Turney moved to accept the February financial report, Cory Aeschliman seconded, motion passed, none opposed and none abstained from voting.

Correspondence/District News:

Board asked to have the weekly Legislatures report forwarded in appropriate form.  Referred to copies in folder concerning Legislative days held in January and information pertaining to Supervisor of the year award.

Coordinator Report:

Talked to 51 producers about livestock and soil concerns; Met with 4 producers to fill out cost share applications; Attended Direct Seed Breakfast in Colfax, WA and Idaho Livestock Conference in Lewiston, Id; Met with Adams CD staff concerning riparian vegetation inventory, referred them to Rich Old; Went to Spokane to pick up Linkpass for NRCS and drop off Fall 2013 burn permits; Worked on 2014 supervisor elections project.

Old Business:

  • WACD Legislative Day comments: Ray reported there were 106 meetings held dealing with assistance for Livestock funding and Fire wise supplemental requests.  Money would come from Capital Budget if funded.
  • Office relocation:  WSU Extension representative will be out of town for a few weeks, will work on MOU when she returns.  A draft MOU was available for Board review.  Independent phone line will have to be installed.
  • Annual meeting wrap-up:  Seventy plus attended, thanked Ray for being the Master of Ceremony, good food; next year have a loud speaker system for those with hearing impairments.  Workshops to be held; how to write and what to include in a livestock plan, CRP grazing and soil health.
  • Reimbursement Forms: Were reviewed by board members.

Cory Aeschliman moved to approve and pay the reimbursement amounts, Rhod McIntosh second, motion passed, none opposed and none abstained from voting. 

  • WSU Oil Seed Crusher invoice: Investigate conditions under which crusher was purchased, set a price, put ad in paper to advertise along with other excess equipment.
  • District Good Governance Policy, Procedure & Checklist Review:  Set up a special meeting in March for one day to cover all necessary topics.
  • Approval of Cost Share Contracts:  Cost share contracts for Al Bruns, Wayne Olesen, Justin Heaton and Blake Heaton were presented to the board for approval.  A current cost share total was presented to board for review.

Dave Lange moved to approve the four cost share contracts, Jan Turney second, motion passed, none opposed and none abstained from voting.

  • Online Soil Map:  Dave Lange demonstrated how to use the online soil map to highlight fields and get soil information.  Landowners can access map and information on line
  • WACD conference payment:  Dave Vogel called Walter about paying the remaining balance for Dave Lange attending one meal and half a day at the WACD conference in December.  A letter is to be written to accompany the payment stating the opinions of the Board members in relation to the cost and location of the conference.

 

New Business:

  • Upper Columbia RC&D letter and Invoice: Letter was referred to in packet, discussion on the benefits of being a paid member.

Dave Lange moved to not pay the Upper Columbia RC&D dues, Cory Aeschliman second, motion passed, none opposed and none abstained from voting.

  • Change of Officers:  Officers will remain the same as last year.
  • County Ditch cleanout policy: Agriculture ditching and when necessary and the permit process. The county was required to write a policy or EPA would have.  Now there is one contact person in the county who will be able to give a landowner the correct information as to when a permit is necessary, what forms need to be filled out, what agencies the forms are to be sent to and who charges how much.  Landowners must plan early because the process will take a month or so from submission to completion.  The contact is Alan Thomson in the Whitman County Planning Office.
  • Pickup tires:  The Dodge pickup has weather worn tires; advice has been to replace the tires because the tires are unsafe to travel out of town.  A cost estimate was presented; Cory Aeschliman volunteered to order the tires.

Jan Turney moved to buy new tires at Les Schwab, Cory Aeschliman second, motion passed, none opposed and none abstained from voting.

  • 2014 Envirothon: Palouse CD has emailed out the notice for help to put on the program, approval was given for Nancy to participate.
  • Directory update:  Notice was sent out from the Commission asking for District contact updates for employees and Board member.

 

Agency Reports:

NRCS- Rich Edmund’s report was passed out for supervisors to read.

WSCC-Ray Ledgerwood reported on WACD meetings

 

 The next Board meeting will be on March 13, 2014 at 7:00 p.m. at the Colfax USDA Conference Room, Colfax, WA.

 

There being no further business David Lange moved, Rhod McIntosh seconded to adjourn the meeting at 5:30 p.m., motion passed, none opposed and none abstained from voting.
